At the beginning of February 2026 in Podgorica, local governments from across the Western Balkans took an important step towards turning climate and mobility strategies into concrete, fundable projects.
Through an intensive EU Fundraising and Project Development Training, participants developed EU-ready project proposals focused on climate-resilient sustainable urban mobility, combining innovation, practical skills, and regional cooperation.
Representatives of local governments from Bosnia and Herzegovina (Sarajevo, Banja Luka, Zavidovići), Serbia (Belgrade, Kruševac, Aleksinac), Montenegro (Podgorica, Tivat, Berane), the Transport Ministry of BiH, the Ministry of Traffic of Canton Sarajevo, the Union of Municipalities of Montenegro, and the civil society organisation Biciklo.me participated in the training. They enhanced their knowledge of EU funding opportunities, project cycle management, and proposal development.
The training focused on strengthening partners’ capacities in EU fundraising and project development, with particular emphasis on climate-resilient sustainable urban mobility. Participants worked intensively on developing concrete project proposals expected to be ready for submission by the end of the project.
Several innovative project ideas were developed, including Parking Reform for Sustainable Urban Mobility, Risk-Informed SUMP, and Superblocks for Climate-Resilient Cities. The training also encouraged inter-municipal and cross-border cooperation, allowing participants to deepen their expertise in resilient sustainable urban mobility.
The training was delivered by Darko Mrvaljević, Boran Ivanoski, and Miodrag Kolić from the Network of Associations of Local Authorities of South-East Europe (NALAS), with technical expert support from Goran Lampelj from CIVINET Slovenia–Croatia–SEE (ODRAZ), and contributions from Milenka Mila Knezevic (GIZ).
These capacity-building activities are part of climate adaptation efforts under the Regional Climate Partnership between Germany and the Western Balkans, implemented by GIZ in cooperation with NALAS, CIVINET Slovenia–Croatia–SEE (ODRAZ), and the Transport Community. The same training will be organized in the coming months for participants from Albania, Kosovo, and North Macedonia.
